Guelph , Ont: an arena-mall complex gone bad.
The privately run Guelph Sports and Entertainment Centre was given almost $20 million of publicly borrowed money. Despite this public aid, the private sector company running the arena could not pay its bills. But when privatization goes wrong, companies get away, and communities get to pay. Guelph was forced to pay both the public and the private sector's debts. In the summer of 2001, the City of Guelph began to pay the company's $750,000 mortgage payments and would continue to pay them for four years.
